Monty joined PERC in 2004, following a 37 year career in the municipal recreation field, including 23 years as Recreation Manager with the Panorama Leisure Centre in the Capital Regional District, and as Administrator with West Shore Parks and Recreation Services, serving the communities of Colwood, Langford, Langford, Highlands, View Royal and Metchosin in the Greater Victoria area.

Monty has a Master of Arts degree in Sport and Recreation Management and Exercise Physiology from the University of Victoria, and has served as President of the BC Recreation and Parks Association; and at the present time is Chair of the Corporation of the District of Oak Bay Parks and Recreation Commission. His volunteer experience also includes Director of the Victoria Aquatics Foundation, Chair of the University of Victoria Leisure Studies Advisory Board, and member of the University of Victoria Cooperative Education Council, Chair of the 1994 Victoria Commonwealth Games Aquatic Bid Committee.
