After 20 years of experience in the field of parks and recreation in the public, private and non-profit sectors, Bill joined PERC in 1989, and quickly became a partner in the firm.

Raised in British Columbia, he obtained a Bachelor of Arts degree from Central Washington University, and a Master of Science degree from the University of Oregon.

After graduating, he returned to B.C. to work for ten years in municipal parks and recreation, including the positions of Assistant Recreation Director in New Westminster, Director of Recreation in Surrey, and Director of Parks and Recreation in Delta. Bill then worked for five years as a private consultant conducting Management Studies, Parks and Recreation Master Plans and Feasibility Studies for public and non-profit sector clients. Prior to joining PERC, he worked for nine years as the Executive Director of the British Columbia Recreation and Parks Association. He has also lectured at the University of British Columbia, and at severalĀ  community colleges in the Vancouver area.
